Minutes of May 24, 2016

 

Present: Lyell ‘Skip’ Smith (chaired the meeting), Robert Ells, and Sandi Pierson (clerical). Dorothy Heinrichs was out of town.

Others present: Don Pfaefflin, Tamara Fairbank, and Beverly Ells. Meeting opened at 7:00 PM.

Minutes:

  •   The minutes of May 10, 2016 were unanimously approved.

  •   The nonpublic minutes of May 10, 2016 were unanimously approved.

  •   The Board unanimously voted to seal the nonpublic minutes of May 10, 2016.

    Building Permit: The Board reviewed a building permit application for a two-bay garage at 15 Town House Road submitted by Tamara Fairbank. Tamara stated that her purchase of the property is contingent on being able to construct a garage. The Board and Building Inspector Don Pfaefflin concurred that the building permit needed to be heard by the Zoning Board of Appeals because the proposed structure is within the 35-foot property line setback regulation of the Orange Zoning Ordinance. Skip motioned for the Select Board to temporarily deny the permit and have the application go before the ZBA for a variance. Motion passed unanimously in favor. Don said he had anticipated the Board’s denial and scheduled a ZBA hearing on the application for June 2, 2016 at 7 PM at the Town House. Don noted that if the variance is granted, the application cannot be formally signed until Ms. Fairbank is the property owner on record.

    Training requests: The three Trustees of the Trust Funds requested approval to attend Trust Fund Administration training on in Concord NH on June 13, 2016. Bob motioned to approve the three requests. Motion passed unanimously in favor.

    Board Correspondence: The Board reviewed and signed a letter to a resident regarding the veteran tax credit protocol.

    NH-DOL Safety Inspection: The Board reviewed and signed a letter to the NH Department of Labor in response to the March 14, 2016 safety inspection of the Town House. It was noted that the only issue remaining is an eye-washing station as recommended by the Safety Data Sheets on the cleaning products housed in the building. Skip and Bob inspected a section of one of the restrooms and agreed it could accommodate a small sink and self-contained eye-washing station unit. They preferred waiting until the full Board was present before making purchasing decisions. All Safety Data Sheets have been collected, filed in a clearly marked binder, and available for public access.

  •   Kevin and Gail Van den Berghe; Map 10, Lot 3: $1,433.26

  •   Remington Consulting, Inc.; Map 4, Lot 12-B & 12-B1: $204.47

  •   Remington Revocable Trust, Trustee John Remington; Map 4, Lot 12-A: $341.36

  •   Remington Revocable Trust, Trustee Jacqueline Remington; Map 4, Lot 12-C: $198.85

  •   Douglas Weekes; Map 3, Lot 21-A: $142.94

    Insurance: The Board signed two municipal insurance agreements with Primex: liability and bonding policy effective July 1, 2016 and the current workmen’s comp program.

    Other:

  •   The Board reviewed a copy of letter sent to the road agent from Robert Terhune. Mr. Terhune asked if there was a more effective means of keeping traffic off of the unused portion of Town House Road during mud season. Bob suggested installing a gate at the property owner’s expense (if he was willing) which would allow more certainty against damage to the road during mud season. Bob said emergency services would have access to opening the gate if needed. Skip said he will refer the idea to Road Agent Scott Sanborn. The Board tabled the discussion until the next meeting.

  •   A letter of introduction was received from Honorable Robert J. Guida. Mr. Guida is a candidate for the District 2 New Hampshire State Senate seat being vacated by Senator Jeanie Forrester.

    Secretary’s report:

  •   A mileage bill has been received from Bernie Waugh for the annual law update. Skip said to check to see if it is paid out of the retainer.

  •   Brian Gallagher will be at the next Board meeting. Mr. Gallagher is a candidate for the District 2 New Hampshire State Senate seat being vacated by Senator Jeanie Forrester.

    Bills and vouchers were reviewed and signed.

    Nonpublic session: At 7:50 P.M. Bob Ells motioned to go into nonpublic session with Welfare Director Donald Pfaefflin pursuant to RSA 91-A:3, II (c). Motion passed unanimously in favor. Motion passed to come out of nonpublic session at 8:00 P.M.
