Notes from the Select Board Meeting

Dorothy Heinrichs sent these in. They're her informal notes, and not the official minutes. We'll post theminutes after Sandi works them up and the Board approves them.  As usual, you can use the discussion board or comment on this post to get your two cents in.

  • One of the Democratic candidates for state rep, Marilyn Lieto, came and spoke briefly about why she is running for office.
  • Betty Fulton was away on vacation so the board tabled discussion on the Northeast Waste contract.  They did approve the Remacle contract which had been reviewed at previous meetings. The road agent, Scott Sanborn, sent in a written update on road work in general and a project by project update on FEMA work in particular. Also included in the packet was a copy of a letter from FEMA confirming FEMAs approval to redirect some funds originally designated for work on Tuttle Hill Road at Williams Road to the Tuttle Hill/CrossRoads location.
  • A reminder that the Orange festival will take place this Sunday, October 14, from 10 to 3.
  • Sandi Pierson is confirming that Orange residents may take hazardous waste to the Lebanon landfill on October 20.
  • our faithful tax collector, Sharon Proulx, was recently recognized by the Association of NH Tax Collectors for her TWENTY FIVE years of service to the Town of Orange. Thank you, Sharon!!
  • The next board meeting will be Tuesday, October 23.

Town Mileage Policy

Should people conducting official business for the town of Orange be reimbursed? When? At what rate? The Select Board apppointed an ad hoc committee to look into the matter and make recommendations. You'll find the report here and the policy--officially approved by the Select Board--here.

New Conservation Easement

The former Casperson land at Burnt Hill and Brock Hill Roads--now Green Acre Woodlands--has been put under a conservation easement. The 493 acres includes six tracts of unimproved forestland and abuts the 5,500-acre Cardigan Mountain State Forest.

Select Board Secretary Sandi Pierson has a copy of the deed if you'd like to see it.

Shameful!

For the second time in months, someone dumped a truckload of trash at the lower Cardigan Mountain parking area. (Click to see a full-size image.) Once again, the Orange Conservation Commission is coming to the rescue. Come help on the morning of Saturday, October 6.  Chairman Scott Lurgio writes:

Clean up supplies like disposable gloves and contractor bags will be provided as we have inventory left over from last year.

We hope to meet at the Orange Town house at 9:30 AM for this event.

This size of the dumping is not overwhelming and we should be able to complete this task in a few hours.

In addition, I will be contacting the State regarding this issue as they did cover the expense for disposing of this waste at the Canaan Transfer station to support last years Clean Up efforts.

The town truck may not be available at the time of this event so we may chose to move the debris to the Town Staging area located near the Orange Basin off the Cardigan Road.

Scott Sandborn may be available to move the debris from the Staging area.

I can provide my truck to transport if needed.

September 10 Select Board Minutes

Sorry I'm a little slow in posting these official minutes. I've been traveling and in and out of connections. You'll find the full minutes here.  --Jay

Highlights:

The Board approved a new mileage policy recommended by an ad hoc committee. The Board also agreed to retroactively reimburse Road Agent Scott Sanborn. (We'll post the policy in a bit.)

Scott Sanborn reports that Dave Stacey has completed masonry work on the Tuttle Hill bridge. He says that FEMA has received the permit for work on storm-damaged Burnt Hill. He has requested to take down a number of damaged or dead trees on that road, and has marked them for anyone who wants to see. The Planning Board must approve the request.

The Board discussed the lack of an animal control officer. Bev Ells will contact Mary Ann Guaraldi in Grafton, who cares for stray animals. Pat White criticized the town's annual contract with the Upper Valley Humane Society, which charges for strays if a resident surrending an animal can't or won't pay. The Board will renew the next contract renewal and entertain public comment.

The Orange Conservation Commission is hosting a cleanup of the lower Cardigan State Park parking area. For the second time in a year, someone has dumped a load of trash. The cleanup is slated for October 6.
